Qualification:
This role is responsible for supporting the maintenance, development, and assessment of functionality within the Enterprise Sustainment Management System (ESMS). The specialist will work on creating functionality models, conducting assessments, and providing training to the ESMS team. They will also generate reports and briefs for various Defense Health Agency organization levels.
Position Type: Hybrid – 2 days remote, 3 days on site
Essential Functions
- Maintain functionality scores in the database.
- Develop Key Performance Indicators (KPI) for healthcare facility performance.
- Evaluate existing asset Functionality Survey and work to expand/refine/alter survey questions. Evaluate and modify scoring methodology.
- Perform Functionality Surveys with facility maintenance staff, both in-person & virtual.
- Provide functionality assessment training at theoretical and practical levels.
- Generate reports and briefs for all levels of the organization.

Requirements
Qualifications:
- Associate of Science degree or higher in Civil, Structural, Electrical, or Mechanical engineering, or equivalent degree, required.
- Experience with medical facilities and infrastructure preferred.
- Ability to work independently with minimum oversight while maintaining schedule discipline.
- Strong work ethic and problem-solving skills.
- Strong analytical skills with the ability to review data to establish a scoring system for prioritizing facility characteristics and systems.
- Proven stakeholder management/customer service skills.
- Competency in Microsoft applications, including Word, Outlook, and Teams.
- Advanced competency in Excel is required. Candidate must be able to write extended formulas for data production and analytics.
- Experience working on projects in the Federal or Public sector is preferred.
- This position may require occasional travel.

- Prolonged periods of sitting at a desk and working on a computer.
- Must be able to work remotely and on-site as required by the position, client, and/or contract requirements.
- You may be required to travel up to 25%.
